Martin Scorsese is a modern alchemist, transmuting base materials into gold. The base materials are, of course, Leonardo DiCaprio and Jonah Hill. This is DiCaprio's best performance in twenty years.
DiCaprio captures Belfort in all of his intensity, whether browbeating his employees or wriggling his way out of an interrogation. For his part, Hill transcends an inconsistent track record to deliver some of the best comic relief I've seen as Belfort's hilariously overconfident sidekick.
I'd say they were robbed of Oscars, though I haven't seen the movie that swept them (Dallas Buyers Club).
