The rating is due more to the nostalgia factor than to any horror merit. It's all there -- the gypsies, the fog, the silver and the moon -- but by today's standards it never becomes scary enough.
And let's face it: Lon Chaney Jr is not very believable, neither as the son of a British Lord, nor as the son of Claude Rains.
