Never have I seen a movie that mixes such extremes. Brilliant artistic components are frequently mixed with horrendously awful ones. The makeup and some of the set designs are probably among the best of their generation.
But the script is terrible and some visual choices are horribly garish (e.g., the monkeys, the munchkins). Ross is horribly miscast, but Jackson and Russell are phenomenal. Very little in this movie is cromulent or passable.
It's all either brilliant or train-wreck levels of awfulness.
