Yes it has flaws; Levitt can't do a French accent, the mise-en-scene is composed largely with regard to the needs of the 3D market, and occasionally (actually frequently in the first 20 minutes or so) it takes the whimsy just too far.
Overall though it's a pleasant surprise from the most mainstream of directors; a case of Hollywood aping some rather European conventions to tell a trans-Atlantic tale, and a paean to a more innocent time when not only was the World Trade Centre still standing, but you could climb a major public building and your biggest fear would be falling rather than being shot down.
Bonus points for a very old-school classic orchestral caper film score.
