Silly kung fu gimmick movie. Another Jackie Chan vehicle. The thing to understand is that Jackie Chan is not a great actor, he's a great performer and entertainer. He performs kung fu and entertains millions very well.
He's lovable and good natured, but not particularly good at acting, so he plays essentially the same role all the time. Oddly that turns out to be very enjoyable to watch over and over in different films.
That, little Virginia, is why he's an international superstar.
