It's by far the greatest super hero story ever told. From the second Toxic Avenger begins you are immediately drawn into its slanted and demented reality. Whats so great about this movie is that it bridges Science-Fiction/Action/Horror so perfectly and without any flaws.
The character of Toxie is a Frankenstein meets Spider-Man with a mop of justice he uses to clean up the streets. What I love about Toxie is that he has no problem with killing the scum of the streets when he needs too and that no crime is too small for him.
