It tries too hard to get you to care about the villain to really be creepy. And it tries too hard to creep you out to really let you care. The actors all give lukewarm performances, managing to make the nicely quotable script quite forgettable.
And on top of it all the movie runs about 25 minutes too long to generate any momentum or tension.
