C. Thomas Howell is an LA cop recruited into an organization that assassinates criminals. When he becomes dissatisfied, he finds that he can't just walk away. This by-the-numbers straight-to-video action flick is not very interesting, but has really outrageous action sequences with some incredible stunt work.
There's an opening car chase down a pier where the cars seem to run into every bystander. There's a chase on the freeway with exploding acetylene tanks taking out all the cars. C. Thomas Howell and a burning man take a header out a window and fall 6 stories into a parked car.
Amazing stuff.
