Mid-80s Arnie vehicle, based on the Richard Bachman (aka Stephen King) story of the same title.
From what I remember of the story (it's been years since I read it), 'The Running Man' was able to run across America, rather than the four zones of the film. The film also heavily satirizes American Television, in particular Game Shows with The Running Man, itself, one such in this version.
Still, we get to see hey-day Arnie dispatching his opponents while wisecracking away (even nicking lines from previous films)! I'm not so sure about all the lycra on display, though ...
