Sellers accent sounds the most under construction in this one - but is expected after the 11 year absence as the bungling Inspector. Still has some funny gags and wit but not as good as the first two, or the one after.
Weaker entry which still works, though the lack of David Niven as The Phantom hurts, as does the long abscence since the previous two entries. It resumes the series nicely and sets up the next two in a good way.
