Underrated. That's for sure. Jane is fantastic in the lead role, Travolta is great; heck the whole cast is great. Obviously a lot could have been done to make it better, this came out the wrong time though where hero movies were not dark/gritty yet.
If released now, with some more focus this would be rated a lot higher...in the low to high 60s.
