It sure seemed that way.
After-school special acting with Sid and Marty Croft budget "special" effects. The guy moving Falcor's mouth apparently thought it would be funny to just randomly hit the switches since there was apparently no attempt to make it match up with the soundtrack. A complete waste of time.
