Be careful. You almost have to wonder if their reasoning isn't used by other countries... except their plans usually work. Loved the movie.

The Mouse that Roared (1959) is a hilarious spoof in which the bankrupt country of Fenwick, area 15 sq miles, decides to make war on America in order to get relief aid after they lose. The man they send with the simple task of leading their troops to failure accidentally wins the war.
My favorite scene was definitely the point at which the army from Fenwick first reaches port in New York. The city is empty for the air-raid drill, and the small army is amazed by the architecture, not to mention the lack of people. One of them points out the Empire State building, and when his friend comments on it, he replies, "I saw it first. It's mine." The same character optomistically points out that the population of New York is considerable smaller than that of the United States in its entirety: "Yeah, but there's only ten million in New York. We'll outsmart them." He was apparently not informed they were supposed to lose the war.
