Good-natured mixture of the Universal monster film characters with an Eighties style adventure plot. Dracula leads the other classic monsters (The Mummy, The Creature, Wolf-Man, and Frankenstein's monster) in a really silly attempt to usher in an era of evil, with only a bunch of goofy kids in his way.
Much like Howard the Duck, it's far more crude and at times, adult, than expected. Probaby why it flopped- too lewd to be marketed to kids, and too poorly acted and scripted to interest adults. It's now an essential piece of Eighties kitsch.
