I don't think it's an horrible movie, though not great one either. There are more misses than there are hits with this, especially when it tried telling two stories in one film. I think the film's biggest weakness is it's use of rotoscope animation. It never look right, especially on how the Orcs look more like they're photographed than hand drawn. But hey, at least Bakshi said years later that he overused rotoscope oppose to using the technique as a guide.
I think LOTR fans probably hated this version and I kinda see why. I'm going to call this an okay movie. It's not bad, but it's barely good.
