Difficult movie to rate. It's programmic, yes, but I think this comes from the material not from some necessity of John Fords. And yes, this subjhect matter was necessary to be dealt with and it must have been very dificult to put in writing, but this John Steinbeck did.
To me it seems John Ford is pragmatist and works with the material he has in hand and makes best out of it so I think it breaths anyway - like Ridley Scott of his times. Henry Fonda does remarkable performance and the side cast does good job.
Filmography and production is formidable. I would recommend this for any movie lover - this one is giant milestone.
