Sublimely ridiculous. Absolutely down-the-line stereotypical buddy cop flick, with a script that I assume was rewritten a half dozen times and turned down by Arnold, then Sly, then Bruce, then Kurt, then Val, then Jean-Claude.
And also Samuel L. Jackson, and Chrisses Rock and Tucker. And probably Alec Baldwin for both parts. Then it settled into being a comedy (?!) about a jobsworth cop and, as with all Seagal films, an Eastern philosophy-espousing, brutally violent superman-of-mystery that (SPOILER!) is ex-"Company.
" In my home universe, this became an event franchise to rival "Lethal Weapon.".
