Hugh Grant is the stiff Englishman who gets thawed by the warmhearted Welsh locals, one of whom has apparently fathered many of the children in town. The mountain has been downgraded to a hill, and the locals are trying to build it up before the English surveyors make it official, if memory serves.
All ends happily.
