Harry's new partner in the form of Tyne Daly is great, but the plot is pretty far fetched. The Peoples Revolutionary Strike Force are a thinly veiled version of the Symbionese Liberation Army, and they make for cookie-cutter villains.
The plot's pacing is crap, but the movie is still watchable.
