Outside of the editing and sound design it doesn't play much like a Lynch film. In fact it feels like it could have been directed by anyone, with Lynch's flourishes feeling tacked on. Biography doesn't leave much room for creativity.
It also veers wildly into feel-good territory, with a stifling "freaks is peoples too" message (yes this is a clear message film, with all the cringe-inducing sentiment that implies) and a strange implication that the Victorian upper class was of the utmost moral standard and the lower class general public were exploitative cretins.
Really bizarre.
