A little derivative of Tarkovsky, but that's not necessarily a bad thing. The decision to shoot the entire thing in an ugly orange hue errily kind of resembles modern cities with severe smog problems.
Out of all the dystopian futuristic fables put on screen this one is probably the most accurate. A Europe completely enveloped in water that is filled with trash, while the people are slowly forgetting who they are and slowly disintegrating individually.
