Sacha Baron Cohen delivers what he is known for in "The Dictator", a politically incorrect, easily disliked character that somehow, even though you don't want to, makes you like him. The movie is about the dictator of a North African country, General Admiral Haffaz Aladeen who is removed from his office by his closest advisor and replaced with a puppet double.
During Aladeen's struggle back to the "throne" he falls in love with a local activist and learns a valuable lesson. Cohen's humor has never been described as "high class" and the film won't change that.
It is crude and socially unacceptable, just the way his fans have come to expect. I enjoyed it. If you're looking for satire and social commentary, check out the podium scene at the end.
