Great acting. Slow moving. Not so much of a mystery like it us described. More of a deliberate attempt to help you understand the difficulties that Israeli intelligence had in trying to bring war criminals (think Mengele) to justice.
Suspense? Only in wondering when the the suspense would happen, which was only a few real times.
