I can see why they made a TV show out of this, because the movie resembled one. There were two different plots that divided the movie in two and it could have well been two TV episodes. The production values were really low (a woman gets shot and you can clearly see the "squib" bulging under her shirt).
What's amusing though is seeing perennial bad-guy, Christopher Walken playing the hero and Martin Sheen, the scum. All in all, an average movie.
