Howlingly bad writing makes the logic errors stand out all the more glaringly; poor acting doesn't help as the characters long-windedly exposition the obvious to each other. The special effects look cheap when compared to the visual extravaganza of the first movie.
The villain at least has some personal style, annoying though it is.
