Sean Penn's acting is good (as usual), but I did not enjoy this film.
It is similar to Taxi Driver, to the extent of being unclear with his life and tries to assassinate an important politician. However, Taxi Driver has a resolved ending. This film feels like something is missing from the ending.
Although based on a true story, it seems a bit dull. Sam Bicke loses potential and seems to lose sanity as the movie progresses. He complains and tries to fix the problems, but does not succeed. Instead, he blames it on the government and attempts to kill the president. Is there always someone up there to take the blame? He doesn't take much responsibility in his family.
