For rating purposes it's a little unfortunate that these two are put together. Nothing wrong with Mr.Toad, it's decent enough. But the Ichabod Crane is close to a masterpiece, one of the best things to arrive from Disney's studios ever.
3 stars for Toad and a strong 4,5 stars for Crane.
