Out of the Shadows showed no progresses since the first flopped movie. Noisy, childish and really boring. The turtles are grumpy and pretentious. The hockey guy is a rather unnecessary character in the plot.
Shredder also has a weak presence. The audiences would appreciate more if the turtles stayed in the shadows.
