By the time the film takes off, we are already bored with it. Waters, who is extremely enigmatic, isn't really an interesting character. for that matter, the entire SEAL team is enigmatic. we are coldly held outside of them.
where the film lacks in character development it makes up for in solid acting and subtleties.
