Plenty of action, violence, breast shots, one liners and cliches but short on story development...Must be an 80's action flick. Indeed no apologies here from Stallone or Russell or the filmmakers for pulling every stunt in the 80's action handbook to get a jolt from the audience.
As cynical as I might sound I have to admit that on the basis of it being enjoyable entertainment the film succeeds as one of the better straight action films of the era and its due large and part in the film pairing Stallone and Russell together as the law dogs version of the odd couple.
Added to that Stallone shuns some of his rugged persona to play a sophisticated cop who also is a stock broker. Clearly this film doesn't take itself serious, but it does well enough to avoid the pitfalls of previous buddy cop films and keep the emphasis on the action and the jokes.
When they try to pull down the action with cops forming a friendship, it never stays too long and usually follows it up with some more sarcastic humor followed up by more explosions.
