Quite terrible, but not as bad as it could've been. Gene Hackman and Christopher Reeve are reliably good (read: not good enough to make this a good movie). It's kind of sad that this came out in 1987, one of Superman's last lines is when he says to Luthor, "See you in twenty", and in real life, Reeve was gone twenty years later.
Still, Superman IV had its heart in the right place. But that also doesn't make it a good movie.
