If you can, see the extended version. The cut-out scenes in the beginning are crucial for setting the tone, establishing a deeper theme, and developing the main characters. Why they cut them is beyond me; I guess they wanted this to be a more straight-forward comedy.
From what I've read, there was a battle over that on Groundhog Day: Bill Murray wanted it to be philosophical, whereas Harold Ramis wanted it purely comedic.
