Definitely not a celebration of fascist vigilantism and purification of a man through blood spree. Peckinpah doesn't state that David Sumner's transformation is fine, he just shocks when he shows what happened to an educated man protecting his house against drunk, provincial Welshmen.
Straw Dogs leaves you in shock just as Polanski did in Repulsion. No explanation, but you feel bad when the massacre is over and David becomes a killer.
