Average. Sure it's got some really funny moments, but the incoherent plot really detracts from seeing Bruce Willis play a NYPD officer again. I'm also a Michelle Trachtenberg fan, but she's in the movie for all of two minutes so it's better to not even mention her.
Still, the film is average, not terrible mind you, not bad, just okay.
