I think this film is better if you like Star Trek, whereas I believe Wrath of Khan can be enjoyed by outsiders just as well as Trekkies (Trekkers? oh wait who gives a ...). It picks up where Khan leaves off, like right off.
..so it relies on the previous film in order to be understood. Doc Brown is a Klingon as well, which may be of some interest. Really, its a transitional story for Trek needed primarily to get a major character back in the game for more films.
