This movie is only for the real fans of Rutger Hauer. For those who do not mind that he looks like Duke Nukem, or has a brainy british sidekick, or that he has some psychic powers, or that he is in love with Kim Cattrall.
It's ludicrous and full of cliches, but at least its barely entertaining in a future flooded England.
