Completely unbelievable, but it is not meant to high art, just enjoyable family fun. The puppies are cute as always, the story is far out, and the entertainment value is decent. The child actors can't act, the adults do fair jobs and the CGI is on the poorer side.
Still, it is what it is and accomplishes what it sets out to do.
