Fairly effective, though kind of boilerplate government scandal drama is Oliver Stone's bread and butter. He has a formula for making relatively dry subjects - which often get underreported in the media - compelling enough for the mainstream filmgoer to appreciate the impact its subjects has on us.
It is a bit overlong, though, which makes it a bit of a tough sit, and therefore waters down the potency of the narrative. Also Joseph Gordon Levitt turns in another transformative performance -- but his voice sounds exactly like Buffalo Bill from Silence of the Lambs.
