To me SHOOTER is the Action Thriller that couldn't. That's not to say it was bad. It wasn't. However it was nothing spectacular either. It was obvious throughout the film that it was trying to be something so much more than it actually was.
What they seemed to be aiming for was a suspenseful thriller packed with conspiracies and unpredictable plot twists. Instead they got dumb action, bad acting, and a storyline as practicable as fuck. It was basically THE BIG HIT with less kicking and punching.
