I love this movie. It is a fun watch but definitely not Rocky Horror. Technically this is not a Rocky Horror sequel. Richard O' Brien said it isn't. Watching with that in mind Shock Treatment works as a stand alone film.
And don't get me started on the songs. Some are amazing. I love the songs in this movie, even if there are some not so good songs. Which there are. There are more good songs than bad though. Which is a good thing.
