Scream parodied the genre, Scream 2 satired accusations of the genre influencing real-world violence, and Scream 3 was a (lame) satire of the industry. Scream 4 goes back to a pure genre parody, but its not quite as clever and representative of the genre as Scream.
Not to mention the plot and characters are less believable, and it's just less scary. However, it's still a pretty good take on the modern genre, especially the remake stuff, and it's still fairly intense movie that's somewhat scary at times.
The humor is entertaining, while sometimes too forced and not even genre-related, and the characters are likeable enough. What really sets Scream 4 apart from the rest of the series is how self-referencial it is through the Stab series, which should be appreciated by fans of the original and horror in general.
It's also probably the best mystery since the original, which isn't really saying too much I guess. If you liked the original, it's definitely worth watching.
