Healthy movie but not that good.
The best thing about this movie is its unpretentiousness, it feels like an action movie from the early 2000. They refuse to play the identity game and avoid any forced social commentary, that's so refreshing for today's standard. They also refuse gore and edgy characters but the core values delivered by Stallone are actually not trivial (running vs fighting, fixing vs breaking, refusing good/bad dichotomy).
Stallone is perfect for the role, Walton is decent and Asbæk is a believable villain...so why not more than 6? Because of the subpar action scenes and the lack of a coherent story. SPOILER AHEAD. Who stopped the riot at the end? Didn't the villain's plan actually succeed without any consequences? What was the point of that hammer if Samaritan could be killed by a simple fire? Why was the villain able to match the strength of a superhuman? Meh...
