A mildly diverting storyline about exposing fascist saboteurs proves to be only an excuse for Hitchcock to show the impotence of right-thinking, patriotic Americans (notice how Bob Cummings fails to prevent a single act of sabotage during the course of the film) and indulge in bizarre comic relief (an entire sequence is devoted to our hero confronting a group of circus freaks).
A strange and ultimately average film.
