An uncharitable view would be to call it stupid and inept. It certainly is stupid, but "silly" or "wacky" might be the better term, as I'm reasonably sure the stupidity is deliberate.
The ineptness, well . . . despite some good work from stalwarts such as Mary Woronov and Paul Bartel, the acting and dialogue here is often less than engaging; it tries for satire without much success.
However, not only is the soundtrack great, there are several Ramones performances, including a few live ones, which makes the whole thing worthwhile, and notches it up at least half a star. Man, though, Dee Dee couldn't act!
