I didn't remember the first one very well, so I had to go to the wikipedia page to refresh myself. As it turns out, this was both a good and bad idea in that the second films takes the fairly thin but straightforward concept of the original and turns it completely on it's ear.
Unfortunately, while the expansion of concept is admirable, it is still more of the same, and perhaps less potent for showing and knowing more. Characters also do things which make zero sense, which got annoying.
Watchable for genre buffs, not worth it for anyone else.
