There are many people, big big setup, and everything every scene is filled with everything ... ... probably means big investment ... then yet still they need to fight individually and even allowed "pause" of motion to allow elaboration of feelings.
John Woo is a nice guy but this movie caught an accident which costed a human life (one of the burning scene) ... well ... development of China also bear a cost ... good investment may not have good return in overseas markets.
