Its better than the first planes and if this was done as a two part episode of a kids TV series it might work well enough but nothing about this movie's story feels cinematic. Like the first planes it comes across like this exists because Cars sold a lot of toys not because of any artistic inspiration.
But this movie's firefighting angle is definitely more interesting than the lame racing story in the first movie.
