Proof that screenwriters Ted Elliot and Terry Rossio are not who makes these movies work. The same is true of Depp (yes Jack Sparrow is a great comic creation but he has to be used correctly) so what it comes down to is the director.
Marshall stages a few competently put together action sequences, but you've got to have someone with a unique imagination, like Gore Verbinski, to bring everything together. Also, to cast Ian McShane as your villain and then give him nothing to do is quite unforgivable.
