I give it one star for the action sequence, and one star for trying to be Titanic. The dialogue is actually quite terrible. I would watch the action sequence, it's the only actual relevance to Pearl Harbor and the first half can make you snooze in a heartbeat.
If you want a movie about Pearl Harbor watch Tora! Tora! Tora!
