This movie is more about the efforts of the apostle Luke to get the story of Paul while he was in prison in Rome. You get a brief resume of Paul's story. You get to see why Paul is the leader of the christian at the time.
But overall this is more about Luke and I would say the small community of christian during Nero's persecutions. So, the title is somewhat misleading. The movie isn't to display the violence or actions scenes.
It's more about showing the faith and how it moves within peoples. The actors were very good. I like the fact that the Romans had a real Italian accent. There was a good body of work for authenticity with limited budget.
The reproduction of Rome is minimal in terms of scope. For a low budget movie, it's very good. I give it a 70%. Just don't expect the life of Paul, but more of what happened in the end of his life.
